The Jersey Child Care Trust (JCCT) was established as a charity by the States of Jersey in late 1997 to co-ordinate, promote and facilitate the expansion of high quality and affordable childcare provision in Jersey. The JCCT achieves this by working alongside and in partnership with a number of different professionals and organisations. The JCCT also co-ordinates a variety of different projects.
The Special Needs Inclusion Project
One of the current projects that the JCCT runs is the Special Needs Inclusion Project (The Project). The aim of the Project is to ensure children with special needs can access mainstream childcare.
Mission Statement
The JCCT believe that children with special needs have the same rights to high quality mainstream childcare as other children. It is felt that if their needs are supported through the Project, they will benefit in terms of inclusion, independence and school readiness.

The Project provides one-to-one support for children with special needs in day nurseries and pre-school provision. It is co-ordinated by the Jersey Child Care Trust (JCCT) and is jointly funded by the JCCT and charity funding.
The Area Special Needs Co-ordinator is based at the JCCT and works in partnership with private childcare settings and Special Needs Co-ordinators (these are qualified child carers who have achieved or are working towards the required special needs training).
The Area Special Needs Co-ordinator also works in partnership with the Special Needs Steering Group, which consists of professionals from:
The Steering Group evaluate reports from relevant professionals/parents/nursery staff to ensure each individual child receive the right amount of one-to-one support to help them access the learning environment.
To access the project a child will already have two professional’s working with them and their family.
Examples of these professionals are:
A parent, professional or childcare practitioner can refer a child using a referral form from the JCCT. All referrals must have the parent’s consent and signature.
The Area Special Needs Co-ordinator visits the child at the childcare setting and reports the areas of need identified by professionals to the Special Needs Steering Group. The Group estimates how many hours of support per week the child will need and this is confirmed with the childcare setting.
